In 2020, a Phase I identified a historical dry cleaner at a property which required additional investigation. Soil, soil vapor, and groundwater sampling identified the presence of elevated tetrachloroethene (PCE, dry-cleaning solvent). Reported PCE concentrations in onsite soil vapor were generally higher in deeper samples, suggesting downward migration. In 2021-2022, a soil vapor extraction system (VETS) was operated onsite which removed 107 pounds of PCE reducing PCE by approximately 98%. The VETS were successful in significantly reducing the PCE concentration in the subsurface to the extent practicable. The property has since been sold and redeveloped.
In 2004, the Army transferred the 2-acre golf course operations and maintenance yard (Site 33) of the Bayonet and Black Horse Golf Course to the City of Seaside. A deed restriction was implemented at the time of the land transfer to restrict the land use to non-residential. In August 2005, the City of Seaside entered into a binding development agreement with Seaside Resort Development, LLC (SRD) to develop the golf course, including Site 33. Site 33 is slated for residential development, and removal of the use restriction was needed before that development can proceed. In 2015, SRD contracted with GEM to conduct investigation and remediation to remove restrictions. Investigation and remediation were conducted under the Department of Toxic substances Control (DTSC) oversight. In 2022, after soil remediation which included excavation and disposal of approximately 1,730 tons of soil offsite, the DTSC concluded that Site 33 does not pose a significant threat to human health or the environment under unrestricted land use.
Also in 2022, GEM prepared an Explanation of Significant Differences for the Army to document the significant change made to the remedy for Site 33 making Site 33 ready for unrestricted redevelopment.
